CONFIDENTIAL STRATEGIC PROPOSAL

Motor insurance, informed by real driving intelligence.

A measured pathway to telematics-enabled motor insurance in Ghana — designed to deepen risk visibility, reward safer driving, strengthen claims control and protect financed assets while preserving GLICO’s underwriting authority.

PROPOSED PILOT300–500vehicles
DURATION90–120days
ECONOMIC AMBITIONGHS 40m–60m+illustrative at scale

Pilot first. Measure value by lever. Scale only where the evidence supports it.

01
GLICO-led

Underwriting, pricing and claims authority remain with GLICO.

02
Reward-first

Customer coaching and safer-driver value precede adverse action.

03
Evidence-led

Data quality and economics are proven before broad rollout.

04
Consent-based

Purpose limitation and data minimisation are designed in.

01

EXECUTIVE MANDATE

A practical partnership proposition

Strengthen the decisions GLICO already makes — without displacing the institution that makes them.

GLICO Drive is proposed as a controlled telematics programme that adds real-world driving intelligence to motor insurance. Huawei provides the in-vehicle telematics capability and 5G connectivity layer; Afriwave provides local telecommunications and infrastructure coordination; Barberhost provides the secure software, data and intelligence platform.

GLICO retains ownership of underwriting, pricing, policy terms, claims decisions, customer proposition and regulatory engagement.

Strategic objective

Safer + smarter.

Reward lower-risk behaviour, identify emerging risk earlier and strengthen the evidence available to underwriting and claims teams.

Insurance value

More than one lever.

Claims performance, fraud and leakage, theft recovery, pricing, retention, operational productivity and portfolio growth.

Operating model

Pilot first.

Agree the cohort, prove data quality and customer response, test the economics, then scale each use case independently.

STRATEGIC CASE

From proxy risk to observed risk.

Traditional motor insurance necessarily relies on historical and proxy information. Telematics adds consent-based evidence of how, when and how much a vehicle is driven — and allows those observations to be tested against real claims outcomes.

01
RISK SELECTION

Behaviour + exposure

Add observed driving evidence to existing underwriting inputs.

From proxy indicators → richer segmentation
02
CLAIMS RESPONSE

Earlier evidence

Use time-stamped event intelligence to support triage and investigation.

From report → evidence-supported review
03
CUSTOMER VALUE

Visible reward

Turn insurance into an ongoing safer-driving relationship.

From annual renewal → active engagement
04
ASSET PROTECTION

Recovery support

Enable controlled location and escalation workflows where authorised.

From insured asset → protected asset
05
PORTFOLIO

Dynamic intelligence

Identify patterns by vehicle class, route, time and risk segment.

From static portfolio → observable behaviour
06
PARTNERSHIPS

Bank + fleet extension

Build consent-based asset intelligence for financed and commercial vehicles.

From policy only → ecosystem proposition

PLATFORM ARCHITECTURE

A controlled path from vehicle signal to insurer action.

The proposed architecture separates device telemetry, secure data processing, scoring and insurer action. This preserves accountability while creating a clean foundation for scale.

01

VEHICLE & DRIVER

Huawei telematics

  • 5G connectivity
  • GNSS / motion data
  • Device health + tamper
02

SECURE DATA LAYER

Trusted telemetry

  • Encrypted transport

DRIVESCORE

Transparent by design.

GLICO should be able to see the scoring inputs, weighting logic, risk bands, confidence levels and exceptions. Customers should receive understandable reasons and a route to challenge materially incorrect data.

ROLES & ACCOUNTABILITY

Clear responsibilities. One governed programme.

The partnership is deliberately structured so that technology enables the proposition while GLICO remains the insurance authority.

CUSTOMER + INSURER JOURNEY

One proposition. Six controlled steps.

Lead with value and transparency. The customer sees understandable feedback; GLICO receives governed intelligence for approved insurance purposes.

Reward before punishment.
01
ONBOARD

Consent + identity

Eligible customer accepts the proposition; device is mapped to policy and vehicle.

02
OBSERVE

Secure telemetry

Huawei device transmits approved driving telemetry over mobile connectivity.

03
INTERPRET

Explainable indicators

DriveScore converts exposure and events into transparent risk signals.

04
ENGAGE

Coaching + rewards

Customer receives progress, feedback and any GLICO-approved benefits.

05
ACT

Insurer intelligence

GLICO uses portfolio and event intelligence for approved insurance use cases.

06
RENEW

Evidence complements judgement

Telematics may complement existing underwriting information under approved rules.

ILLUSTRATIVE VALUE AT SCALE

Measure economic value across the portfolio.

The financial case should not depend on one headline percentage. The stronger case is a portfolio of independently measurable value levers, tested against GLICO’s own baseline data.

ILLUSTRATIVE ANNUAL ECONOMIC VALUEGHS 40m

A conservative illustrative scenario across five measurable value levers.

Not a guaranteed forecast. Actual value depends on GLICO’s portfolio, adoption, baseline loss experience and operating choices.

CFO PRINCIPLE

The appropriate test is not “Did claims fall by X%?” It is: What measurable gross value did the programme create across loss performance, fraud, retention, operations and growth — and what is the net value after programme cost?

ECOSYSTEM OPPORTUNITY

Insurance at the centre of asset intelligence.

For financed vehicles, GLICO Drive can extend into consent-based asset-risk intelligence without turning a lender into a surveillance operator.

01
Asset protection

Support theft/recovery escalation and verified asset presence subject to consent.

02
Insurance compliance

Improve coordination around policy continuity for financed assets.

03
Claims visibility

Support earlier notification of significant events affecting a financed vehicle.

04
Portfolio quality

Provide aggregate risk insights by class, fleet or borrower segment.

DATA MINIMISATION

Banks should receive only the data required for an agreed financing or asset-protection purpose. Raw location history and detailed driving behaviour should not automatically be exposed to a lender.

PROGRAMME SAFEGUARDS

Trust is not a feature. It is the operating model.

Executive confidence depends on clear customer consent, strong security, transparent scoring and disciplined insurance governance.

01

Customer trust

  • Explicit consent and understandable disclosure
  • Visible explanation of DriveScore drivers
  • Review route for disputes or device faults
02

Data + cyber security

  • Encryption in transit and at rest
  • Strong device identity and role-based access
  • Retention, purpose limitation and audit logging
03

Insurance governance

  • No automated claim denial solely from telemetry
  • Version-controlled scoring changes
  • Bias, data quality and complaint monitoring
DIPLOMATIC OPERATING PRINCIPLETechnology provides evidence. GLICO provides judgement.

The programme should strengthen institutional decision-making, not bypass it.

PROVE VALUE BEFORE SCALE

A deliberately controlled 90–120 day pilot.

The proposed pilot is large enough to test the technology and operating model while remaining controlled enough to refine or stop individual value levers before scale.
